Introduction
The Department of Health Services (DHS) , Division of Care and Treatment Services (DCTS) is recruiting to fill an Electronic Health Records (EHR) Technical Director position. This position can work remotely up to 5 days per week but may be required to report to the headquarters office location occasionally based on training or operational need. This position can be headquartered at one of our central or regional offices or the Mendota Mental Health Institute in Madison.

Position Summary As the as the Technical Director of The Office of Electronic Health Records (OEHR) , y ou will manage and implement the DHS Connect system (Oracle Health Millennium health record software) for the entire division. This includes program planning, effectively using system resources, maintaining the analyst support structure, facilitating system requirements, maintenance and enhancements, monitoring system compliance, and implementing enhancements and changes to the system. You will work with the EHR Steering Committee and the Executive Sponsors to provide an appropriate governance structure for the overall management and coordination of DHS' electronic health records system.
You will provide project management leadership for multiple complex projects and tracking diverse workflows across numerous interoperability functions in multiple areas of operation. You will need to have a broad understanding of technical system tools and processes to manage Change Control activities and enterprise collaboration processes and serve as the manager of building, testing and maintaining system functions.
In addition, you will provide formal supervision of the technical team, assist the Director in managing OEHR, and act on behalf of the director in their absence.
Salary Information - The starting pay is between $48.00 and $55.07 per hour (approximately between $99,800 and $114,500 per year), depending on qualifications, plus excellent benefits. A 24-month career executive trial period is required.
- This position is classified as a Health Services Management Supervisor and is in pay schedule/range 81/02.
- Pay for current or former employees is based on the rules that apply to compensation for the applicable transaction. For current employees transferring or promoting into this role, the current compensation plan allows an increase up to the $55.07 per hour rate or an increase up to $5.88 per hour from the current pay rate.

- To work remotely, employees must have access to both a private workspace and secure high-speed internet.
- Mileage reimbursement to the employee's headquarter location is not provided.
- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Qualifications Minimally qualified applicants will have all the following :
- Experience with the technical components of an Electronic Health Records System and associated applications.
- Experience as a project manager or project lead including developing project plans, project timelines, tracking on project milestones, and reporting on outcomes.
- Experience working collaboratively with internal and external partners at multiple levels within an organization to advance shared goals or negotiate compromise when objectives diverge.
- Experience analyzing data and evaluating metrics to drive decisions and improvement initiatives.
Well-qualified applicants will also have one or more of the following :
- Clinical experience in a behavioral health setting.
- Experience in a supervisory or management role (e.g. monitoring and directing staff, coaching, conducting performance evaluations, addressing performance concerns, etc.).
- Experience with the backend components and cross functional workings of system modules internal to the Oracle Cerner Millennium Health Record.
- Experience as a project manager for technical projects that include both user and technical participants.
