The QA/QC Specialist performs real-time analysis and review of extensive documentation required by federal regulations for implementing a direct incentive payment program.
Job Duties
Manages intake of funding requests from Case Managers and performs a timely review of supporting documentation related to federal and state grant program claims; accurately validates Case Manager's determination
Serves as first-level funding approval on funding requests/applications; identifies discrepancies in supporting documentation and returns to Case Manager for resolution
Ensures proper use of grant funds and adherence to program guidelines; identifies fraudulent applications or activity and prevents inaccurate payments and recapture of funds
Uses standardized QA/QC checklists and tools for project files
Conducts routine and targeted file reviews to verify completeness, consistency, and compliance with program requirements
Documents QA/QC review results, including findings observations and recommendations, and track them to resolution
Utilizes technology to ensure transparency and accountability
Assists in preparation of real-time status reports regarding QA/QC reviews
Understands internal control framework to prevent fraud, waste, and abuse
Understands and assists in responding to state and federal oversight and monitoring activities
Interprets HUD guidance, Federal Register notices, and CDBG-DR policy requirements as they apply to program operations
Identifies compliance risks, systemic issues, and potential findings related to eligibility, documentation, and program performance
Recommends corrective actions, policy clarifications, and process improvements to mitigate risk and ensure compliance
Develops and implements technical training programs and train production staff on program compliance and funding regulations
Advises program management on quality trends, monitoring results, and compliance implications affecting the use of funds
Other duties as required
Supervisory Responsibilities:
Provides daily oversight of hourly production staff to include administrative workers and case management staff
Qualifications, Knowledge, Skills and Abilities
Education:
High School Diploma (or equivalent), required
Associate's degree or higher in Accounting or Business Administration, preferred
Experience:
One (1) to two (2) years' experience in a professional office setting, required
Three (3) years' demonstrated experience working in a grant-funded environment performing quality control analysis, preferred
Experience with grant documentation, monitoring deliverables, and maintaining accurate records for audits, evaluations, or funder reviews, preferred
Experience with specific grantors (federal, state, and/or local agencies) or grant management systems, preferred

Ability to meet daily and weekly production goals as set by the program

Utilizes program policies and procedures to quickly solve problems and ensure program compliance
Proven ability to manage or support activities funded by federal, state, and/or local grants, ensuring alignment with approved budgets, timelines, and program objectives
Familiarity with collaborating with program staff, finance teams, and external stakeholders to ensure proper use of grant funds and adherence to funder guidelines
